This has been all over the news.. Now, if they attempt to date its creation somehow, and it was made before 9/11/2001, then its going to be something really damming.. The Bush Admin and the Media are doing anything they can to establish that Saddam/911 link. They have attached so much (too much) of the justification for this war to that largely unproven link..

I don't think this will ever pass the house in TN. ENA gives each district very few real IPs for web / mail servers. They setup the routers to do NAT for the rest of the PCs.
