This is another example of not being able to single out situations and react accordingly. Obviously this is not a good thing, but it seems they could resolve this in a better way than charging her and victimizing her. jesus, she's already fucked up (having sex at 13 AND having a baby at 13). educate the poor girl, help her, dont fuck her up even more.
