Giant CSV file of 55000+ IP ranges and the countries that control them.

Are those IP addresses or IP numbers? I always get excel sheets with IP addresses, but always have to convert it back and forth to numbers, then process country codes, then convert it back to IP addresses. It takes a lot of processing time.
