Oh come ON. Why not just call it what it is? Throttling. They are throttling the traffic so low that it is no longer worth it to try it. It was a big selling point when my former network decided to go with Cisco. The salesman said - "Oh, yes, well you are academic, so you can't censor, but with our product, you can throttle it down so low no one will try it on your network." That's rather underhanded, but customers don't know any better....do they?
