The appeal is a turf battle of sorts, not a constitutional showdown. Former Attorney General John Ashcroft, a favorite among the president's base of religious conservatives, decided in 2001 to pursue doctors who help people die.

Hastening someone's death is an improper use of medication and violates federal drug laws, Ashcroft reasoned, an opposite conclusion than the one reached by Janet Reno, the Clinton administration attorney general.

Fundamentally an interesting case. This could go in any direction. The court has previously said this is not a "right" but that is not the same as saying the government has a compelling interest that justifies overriding the Oregon statute.

Bush made clear that the potential for an outbreak of avian flu is much on his mind, and has had him talking with "as many (world) leaders as I could find," consulting a book he read over the summer on the 1918 Spanish flu pandemic that killed 40 million and meeting with staff and experts.

Why not just watch Outbreak? Oh, because the government is involved, silly me.

And in response to the plan, NO. ABSOLUTELY NOT. You want to get people to stay inside in case of a major flu outbreak? Go on TV and scare the crap out of them. They'll stay in. You want to make it hundreds of times worse? Put guys with guns on the street roaming around spreading the damn flu!

FEMA, in an e-mail, also said Sunday that Davis had asked that the agency pay $7,000 per acre per month for the property -- more than four times its value.

Since then, the e-mail said, Davis dropped his lease rate "to a reasonable monthly amount," and federal officials had nearly finalized a deal to put housing on the site, which can accommodate as many as 1,000 units.

"I do not own a construction company. I did not attempt to lease land to FEMA," Davis said Monday. "The only land I own is the lot my flooded home sits on. This is absurd.

I see FEMA is doing a much better job of disaster management than they had been. Now they're inventing them!

Finland, the United States and Sweden also occupied the top three places in the table last year, but the report indicated that the United States could have emerged at the top but for worries about current policies and attitudes in Washington.

It ranked even lower -- 47th out of the 117 countries studied -- on the health of its macroeconomic environment, echoing, the Forum said, growing international concern about economic imbalances, "especially as it regards public finances."

We're competative, but we're not healthy (in fact at 47 that's going to put us down there with a whole bunch of 3rd world sweatshop countries). That's the sort of thing that does not look good when you're looking at the long term.
