Why would it be irresponsible if it were true? Three years ago we kept hearing WMDs WMDs WMDs, yet while that chant was going on, we (meaning us, the people not in Washington) weren't hearing the CIA's version which said, ummm, maybe but we doubt it, or anyone else's version, we were hearing the now infamous "16 words" and Powell's pile of crap at the UN. The G.A.O. said in its report that "the Plan B decision was not typical of the other 67 proposed" changes from prescription to over-the-counter sales that the agency received from 1994 through 2004.

The constraints on financing the current account deficit are likely to come from "foreign investors' fears" of holding too large a share of their investment portfolios in U.S. stocks and bonds, Greenspan said. This change in mind-set could already be under way, he suggested. "Concentration and other risks in holding dollar balances seem to have become a consideration at least for some investors, Greenspan said.
I think I started discussing this problem (more in terms of the federal budget deficit than in terms of the trade issues though) here over two years ago.
