] Popp had budgeted a 2.5 percent raise for himself, which ] would have boosted it to $56,375 after July 1. But ] Riverview Avenue resident Bill Howard proposed raising ] his pay to $80,000 as part of the city's $12.4 million ] budget for 2003-04. Utah ] is one of only three states, along with Idaho and ] Oklahoma, where execution by a team of riflemen is ] available as an alternative to lethal injection.
