The War Office wanted to see if flocks of kamikaze birds could be trained to carry small amounts of explosive or one of the biological agents being developed atPorton Down in Wiltshire. Wing Commander William Rayner, head of the Air Ministry's Pigeon Section, wrote: "Pigeons can carry a load of two ounces over 100 to 200 miles. They are not detectable by radar. With the latest developments of explosives and bacterial science I suggest that this possibility should be closely investigated and watched. I've been bombed by pigeons before but never like this...
