Howard Ludwig cannot walk or talk - but he does have his own Illinois gun permit.
The 10-month-old was issued with a firearm owner's identification card after his father, Howard Ludwig snr, paid the US$5 ($6.86) fee and filled out the application, not expecting to actually get one.
The card lists the baby's height - 68.6cm, weight 9kg - and has a scribble where the signature should be.
