Seems like there's a better solution to the problem in the same vein. The FCC permits low power devices to operate in the spectrum such as FM modulators under FCC Part 15 which regulates intentional radiators that operate at low power. Just devolve it into FM transmitting throwies. And a metric fuck-ton of them. Alternatively, it may be possible to work on a concept of resonant sections of wire that are capacitively coupled together (or not) which carry power from a single source and/or amplify the signal as it goes along. 10 mW distributed over many, many miles on a single cable as it were -- this is what makes Cable TV leaks so disruptive to the FAA Aircraft Band.
