The United States Patent and Trademark Office plans to announce today that it will cooperate with open-source software developers on three initiatives that it says will improve the quality of software patents.

On the face of it, this seems like good news.

A French government crackdown on digital piracy backfired Thursday as lawmakers rebelled by endorsing amendments to legalize the online sharing of music and movies instead of punishing it.
...
An 11th-hour government offer to give illegal downloaders two warnings prior to prosecution was not enough to stem the rebellion. Instead, the amendments voted would legalize file-sharing by anyone paying a monthly royalties duty estimated at $8.50.

In a chaotic conclusion to the Congressional year, the Senate blocked an effort on Wednesday to open the Arctic National Wildlife Refuge to oil drilling and struck a last-minute accord to extend the antiterrorism law known as the USA Patriot Act for six months.

With Vice President Dick Cheney casting the decisive vote, the Senate also approved a $40 billion budget-cutting plan. And the Senate sent to President Bush a Pentagon policy measure with a ban on torturing detainees linked to terrorism.

Judge Bars 'Intelligent Design' From Pa. Classes

In his opinion, the judge said he found the testimony of Barbara Forrest, a historian of science, very persuasive. She had presented evidence that the authors of an intelligent design textbook, "Of Pandas and People, merely removed the word "creationism" from an earlier edition and substituted it with "intelligent design" after the Supreme Court's ruling in 1987.

Pennsylvania -- A Pennsylvania school district cannot teach in science classes a concept that says some aspects of science were created by a supernatural being, a federal judge has ruled.

In an opinion issued Tuesday, U.S. District Judge John Jones ruled that teaching "intelligent design" would violate the Constitutional separation of church and state.

A new proposal in Congress could please Hollywood studios, which are increasingly worried about Internet piracy, by embedding anticopying technology into the next generation of digital video products.

If the legislation were enacted, one year later it would outlaw the manufacture or sale of electronic devices that convert analog video signals into digital ones--unless those encoders honor an anticopying plan designed to curb redistribution. Affected devices would include PC-based tuners and digital video recorders.

*sigh* ... I hope the electronics and computer industries will dig in their heels and stop this.

Renewal of Antiterror Law May Face Hurdles in the Senate

Senate Democrats joined by some libertarian-leaning Republicans want to extend the expiring provisions of the law by three months to give Congress time to add more protections against what they say are excessive police powers.

''There's no reason to compromise right to due process, the right to a judicial review, fair and reasonable standards of evidence in the pursuit of our security,'' said Sen. John E. Sununu, R-N.H., one of several senators urging Congress to move the expiration date to March 31.
