I can't remember who wrote this but I believe that its essentially a parody of Serle, Penrose and others who think there's something "special" about meat computers which precludes silicon intelligence.

This short story is also posted on the wall of the lower level of The Tech Museum in San Jose, just near the planetary exploration area.
