Sixty percent of Tennesseans would pay less in state taxes under a proposed income tax plan, according to an analysis by a nonpartisan Washington economic policy group. The report was released yesterday by Tennesseans for Fair Taxation, a group that supports an income tax because they say it more fairly distributes the tax burden.
