How are we going to DO that, when we don't have the CULTURE to support it?
I see nothing about our culture that would make us poor at offensive information operations. Infact, I'd argue that our culture makes us more likely to be innovative in the space. I've seen what the hacker community looks like but here and China. Our breeding grounds for people and innovation is just fine... The only issue in play is the level of commitment.
