Hrm... Just as a point of fact, in 1991 Iraq had the 4th largest military in the world. They aren't what they were then, but they are still a serious force. I'm not sure that Iraq's neighbors feel like they are in a position to attack Iraq. Iran was at war with them for years. Kuwait fell rapidly to their invasion.
