You need access... There are influences on the net that are better then those in such neighborhoods and in the mass media, but you have to know where to look. Some will find them and be saved. Organized online communities that appeal to people in these neighborhoods which are connected with people who have good life lessons to offer could be fairly powerful for those who are fortunate enough to discover them.
