I don't think it is the American people at fault so much as the educational hegemony that we've let creep us on us - it has to be something like that, else we'd have smarter folks in Congress.

But Congress IS us. If we're fat, lazy, and stupid, then what makes you think that Congress won't also be fat, lazy, and stupid?
