Latency?

Ya, the latency would be terrible. And forget about returning large result sets (e.g customer reports). Also, using server side cursors for walking large result sets would flat not work. I like the concept of cloud computing when the DB is on or is local to the server your hosted on, but calling outside for SQL results could be brutal.
