Its interesting that Georgia's are encrypted. Either:

1. They are all encrypted with the same key, which means it ought to be easy to crack, and once cracked, everyone has access.

2. If there is a different key for each license, where do they store them? If in a database, why didn't they just put all of the data there?

It would be interesting to know more details about this encryption.
