Wow! This is still on the books? This technique was used back when drugs and alcohol _weren't_ illegal. To control purchasing (and basically, keep tha black folk from gettin any), you had to have a stamp in order to possess any of the substances. Getting a stamp was extraordinarily difficult, almost impossible.

I would *LOVE* to get some stamps today to use in an art project I'm working on. Anyone in NC wanna hook a brotha up?
