In an ideal situation affirmative action laws would be bad, because they focus on a racial distinction, and we shouldn't be doing that. However, in a situation where the opportunities of a particular group have been cut by systemic prejudice, quotas can provide a counter balance. When wondering whether it is time to remove these quotas, information about the state of the prejudice problem is critical. Is our society really as advanced as we think it is? The time to remove the quotas is when in the majority of situations quotas create a biased judgement where one would not have otherwise existed. This study suggests that the time is not now.
