Sorry no. If you listen to Charlie's explanation of the Bush Doctrine, he gets it wrong. The Bush Doctrine is PREVENTATIVE war, not preemptive. Preemption has been accepted for a very long time. Preventative is a whole 'nother story.
I believe he used a different word as well though, 'anticipatory self-defense'. Which sounds more like the Bush doctrine than a simple pre-emptive strike.
