Although I still rest ultimate responsibility on the officer and PD training procedures en masse, it would appear that the more contributing factor was the miscommunication from dispatch to Rambo officers who elevated the severity of the call without doing any corraboration (was there indeed a bank robbery reported anywhere in TN?).
