It does, but we're not talking about the Mississippi or Missouri River, or even the mighty Wapsipinicon River. We're talking about the Smokey Hill River, and we're taking about Kansas. Can you actually build anywhere in Kansas and not be in a flood plain? It is the flattest thing this side the International House of Pancakes.
