There have been some stories on this on sites. But, you should be able to buy it now via Japanese sites and there are re-shipping companies if someone really wanted these in the US to mess with. Email me if you want info on one. I'm trying to decide if I want to order a kit.

Do you think they would be difficult to work with without a functional knowledge of Japanese or a Japanese operating system?

That's a good question. I would think that if they provide soft documentation you could leverage Google Translate or bablefish. I'm guessing that it would be good enough to develop with. But, if they send paper, you are going to be hosed. We could email them. Japanese companies are usually pretty good about responding to such emails.
