In georgia, making a threatening move and/or verbal threats directed at someone, in which the recipient deems the move is immediately threatening, is simple assault regardless of if someone is touched or not. Typically simple assaults (of the non-physical nature) are over looked when it is just two people yelling at each other, but when things escalate or there is a video to prove what happened, charges can easily get filed.
