So the way that I'm reading this is that those who have to pay taxes, rather than receive a refund, are the only ones who are actually getting extra money back, because they don't have to pay it back next year? The way they wrote this it's rather confusing. Of course, these rebate checks only went to the lower and middle income people and the majority of those groups receive rebates each year.
