They are concerned about attacks from North Korea, which would pass over Alaska before hitting the Western seaboard. Putting a defensive line in Alaska gives them some time to kick in a secondary measure if their defense sheild fails. The secondary measure is probably a big red button that makes Pyongyang glow in the dark.
