I don't really know. But I'm absolutely certain it's not "to protect and uphold the law". My guess would be that there's some other financial interest that will benefit by dragging the telcos through the mud. Maybe it's just someone who wants to short their stocks. But like anything in DC, there's whispering in the ears of legislators to push this and someone will profit from it. That's the way it always works.
