It's either they are the "hotbed" of terrorist targets, or some other driver is causing Chicago to run out and spend their taxpayer dollars on Nerve Agent Antidote. (which, by the way, is an oxymoron. Nerve Agent effects are permanent.)

I'd guess they don't know anything. Every city has been asked to have a NBC attack preparedness plan in place. This involves buying things like nerve agent antidotes. It sounds like they are just upgrading to a new version. They won't tell you how many they are buying because the answer is probably only a few. They aren't for victims. They are for first responders. All part of the post 9/11 risk management. Unfortunately, as New Orleans demonstrated, we aren't very good at risk management in general. Its far easier to buy things like nerve agent antidotes than it is to actually be prepared to deal with a real chemical weapon attack.

I know... sad... truly sad.
