From the looks of it the cops were trying to track somebody (the dog and the comments "He didn't come here" in the youtube video off the boingboing comments) and it looked as if the dog thought there was somebody (or something, drugs?) in the trunk. In situations such as that how far does the arm of the law reach without a warrant?
