Well, it's a good thing Bush declared that he and Cheney were immune to nearly all checks. No need to worry about being hauled up on charges for evading oversight when you've declared yourself the fucking emperor and declared that you no longer need to ask permission for any sort of wiretapping or surveillance. That would mean someone might be able to find out you were using it to spy on your political enemies so you could blackmail them to keep them from impeaching you.
