you spelled it correctly. To answer your specific question, no. Precedent is only set when a judge issues an opinion on a specific point of law at issue in a case. And in the case of lower courts, rulings are advisory only to other courts, and oftentimes not even precedential in the same court. Here, the DA is deciding whether to decline pressing charges, which is not related to judgment of the Court.
