This is about more then just the availability of the content. Its about the ability to manipulate the content. As the BB followups and comments explained, with quotes from the C-SPAN web site, it's an overstatement to claim that "C-SPAN videos are not in the public domain." Certain recordings that are made by C-SPAN are, in fact, not subject to copyright restrictions.
