Given our recent record (Gitmo, Abu Gharib, Bagram, the secret prisons) and other actions (notably Iraq) the best comparison for W I can think of is... Il Duce. If you want to find a better comparison for Chavez, you may want to look at someone like Daniel Ortega whose record was not great but on balance somewhat better than most latin American dictators.
