If NTP could actually put RIM/BlackBerry out of business, it might be a watershed event for patent reform.
I think your theory has legs. The BlackBerry devices are pervasive on Capitol Hill. Granted, their service will not be turned off if NTP succeeds, but they will have no next-generation device coming either. A big deal has already been made over that.
