Not that this is the sort of thing he'd oppose, but its not totally his fault... Presidents have to issue proclaimations on national holidays... Apparently this one has been around since 1952, and its been on the "first Thursday in May" since 1988.

Having said that, I had never heard of it until you posted about it, so its not a very sucessful holiday.
