You've asked two people to answer this question. It ought to be perfectly obvious. The Pope is a world figure who has international influence. People will follow him where ever he leads. A more conservative Pope is likely to lead to more conservative Catholics, which will lead to more conservative governments. So that does impact people who aren't Catholic. It makes sense to observe where the Catholic church is moving.
