Stop thinking Kerry. Its not allowed. Actually the answer is that with the GPS stuff they can tell if you cross a bridge or are driving in rush hour and bill you extra for those things. It will let them get rid of the toll booths on the Bay and Golden Gate that can make SF feel like LA.
