I would agree with that sentiment, but I'm having a hard time finding someone else to compare him to. Milosevic knew who he was targeting, while for Bush, the civilians meeting untimely demises are simply people in the wrong place at the wrong time, so I don't know who to make the comparison to. Hitler? No. Stalin? Not really. Mao? Again no. Pol Pot? Nope. Maybe the best group would be any of the leaders from WWI? Ariel Sharon? With the sheer amount of collateral damage, I'm not sure who to make a comparison to. Based on the raw numers, Milosevic might be in the ballpark, but there's a difference of intent, and on those grounds, it's a bad comparison.
