It is one thing to define the terminology. It's something else to get everyone to agree on common definitions and then apply them consistently. The current term for the first is "remotely piloted aircraft" (RPA), which is one type of remotely operated vehicle. There are four levels of autonomy: Human Operated, Human Delegated, Human Supervised, Fully Autonomous.
