The President should almost always make policy decisions based on public opinion in a democracy. There are exceptions. In particular, cases where classified information, complex strategic issues, or civil rights issues are at hand are particular cases where public opinion may be reasonably over-ruled. However, this is a highly politicized thing. This has to do with public opinion. Therefore it makes perfect sense to me that decisions ought to be made based on public opinion in this context.
