Complete translation:
If the IETF "adds value" and calls it RSVP, its good, even if it always prefers packets created by rich people to packets created by poor people.
If anyone who was ever associated with a phone company "adds value" its bad, even if it trys to honestly prefer packets that actually have a technical reason to be delivered rapidly.

This is because we are so pissed off at the RBOCs for their monopolistic practices that we've let the whole thing devolve into an identity based dick waving competition and are completely blind to right and wrong and now see only us and them.
